[译文规范]
1.“本市”一词翻译的统一
在翻译法规、规章和其他规范性文件中的“本市”一词时，常见的译文有“this city”和“this Municipality”等，译文的大小写也不尽统一，现决定统一为“this Municipality”。
2.规范性文件标题中“通知”一词翻译的统一
在规范性文件的翻译中， “通知”一词常被译为“notice”、“circular”等。经研究决定，今后统一译为“notice”。
3.规范性文件标题中“通知”、“转发”、“批转”、“印发”、“发布”等词翻译的统一
在规范性文件翻译中，文件标题经常含有“转发”、“批转”、“印发”、“发布”等词，经研究决定，现统一如下：“转发”为“transmit”‘“批转”为“approve and transmit ”，“印发”为“print and distribute”’，“发布”为“promulgate”。例如，“上海市人民政府办公厅转发市公安局关于加强2003年春节期间本市烟花爆竹安全管理工作意见的通知”译为“Notice of the General Office of Shanghai Municipal People’s Government about Transmitting the ‘Suggestions on Strengthening the Safety Administration of Fireworks and Firecrackers in this Municipality During the Spring Festival Period of the Year 2003’ Made by the Municipal Public Security Bureau”。
4. 法规、规章中条标格式的统一
当前翻译中，条标格式不尽一致，对审校工作造成一定的困难，现决定统一如下：1.条标单列为一段；2.条序号为加粗，其后文字不加粗；3.大小写均按照标题书写规范统一。 4.条序号与其后文字之间距离为一个空格。如：“第一条 （目的和依据）”译为“Article 1 (Purpose and Basis)”。
5. 译稿排版格式的统一
为规范译稿的排版格式，便于译审工作的顺利开展，现就译稿的排版格式统一如下：
(1)页面设置。将上、下、左、右页边距分别设置为2.54厘米、2.54厘米、3.17厘米、3.17厘米，页眉、页脚分别设置为1.5厘米、1.75厘米。纸型选择为A4 210ⅹ297毫米，高度为21厘米，宽度为29.7厘米，方向为纵向。文档网格选择只指定行网格。
(2)缩进与间距设置。缩进左右均为0字符，间距段前段后均为0行，特殊格式为首行缩进，度量值为2个字符或0.7厘米，行距为单倍行距，将“如果定义了文档网格，则与网格对齐”选定。
(3)标题位置、字体及字号。译文中标题和小标题的位置及是否为粗体应与原文相一致，字体为“Times New Roman”,除译文标题为小四号外，其余全部为五号。

1.自1985年本市消灭血吸虫病以来，在市委、市政府的领导下，各有关部门和郊区各级政府齐心协力，团结奋斗，经过“七五”、“八五”、“九五”坚持不懈的工作，完成了各阶段的血吸虫病防治任务。到“九五”期末，全市已连续26年无急性感染病人、无阳性钉螺，连续22年无新病人和新病畜，连续15年巩固了全市消灭血吸虫病成果，促进了郊区经济发展和社会进步。但是，由于受钉螺孳生环境和原流行区经济发展水平等因素制约，部分地区残存钉螺时有发现，查灭钉螺难度增加；外来和外出回沪人员中也时有血吸虫病人检出。因此，在本市再次发生血吸虫病的危险因素依然存在，血吸虫病消灭后的监测巩固工作依然具有长期性、艰巨性。
Since Shanghai eliminated schistosomiasis in 1985, all related departments and the governments at all levels in the suburbs, under the leadership of the Municipal Party Committee and the Municipal Government, have made concerted efforts, united in the fight against schistosomiasis, and fulfilled the tasks of preventing and curing the disease in every stage through unremitting work in the Seventh, Eighth and Ninth “Five-Year Plan” periods. By the end of the Ninth “Five-Year Plan” period, there had been no more patient with acute infection nor positive oncomelania for 26 successive years, and no new patients or sick livestock for 22 successive years in the whole Municipality, consolidating the achievements in eliminating schistosomiasis in the whole Municipality for 15 successive years, and promoting the suburban economic development and social progress. But, restrained by factors such as the oncomelania breeding environment and the economic development level in original epidemic areas, surviving oncomelanias are often discovered in some areas, increasing the difficulty in checking for and exterminating oncomelanias. Patients suffering form schistosomiasis are often found out through test from out-of-town persons and persons returned from out of Shanghai. Therefore, the dangerous factor still remains for any new incidence of schistosomiasis in this Municipality, and the monitoring and consolidation work after the elimination of schistosomiasis is still protracted and arduous.
2. 本市郊区林业建设要符合上海自然地理条件和生态环境建设需求，遵循生态系统的原则，努力建设乔木、灌木、草本植物合理配置，林木树种丰富多彩，具有高度自适性和生物多样性的林业生态系统，基本形成“城在林中、林在城中、居在绿中”的现代化国际大都市生态环境。根据《上海市绿化系统规划》提出的目标，“十五”期间要以农业结构调整为契机，加快郊区林业建设，力争使上海森林覆盖率由2000年的9．4％，提高到2005年的20％左右；到2020年，力争森林覆盖率达到30％、绿化覆盖率达到35％。
This Municipality’s forestry construction in the suburbs must conform to Shanghai’s natural geographic conditions and ecological environmental construction requirements, follow the principle of ecosystem, actively build a!forestry ecosystem in which there is a rational distribution of arbors, bushes and herbs, rich and varied tree species, and a high degree of self-adaptation and bio-diversity, basically form a modernized international metropolitan ecological environment featuring “a city in forest, a forest in city and a habitat in green.” According to the targets put forward in the “Program of Shanghai Municipality for Afforestation System” during the Tenth “Five-Year-Plan” period, we shall seize these adjustments of agricultural structure as an opportunity, expedite the forestry construction in the suburbs, strive to make Shanghais’ forest coverage up from 9.4 per cent in the year 2000 to around 20 per cent in the year 2005, and to make the forest coverage reach 30 per cent and green coverage up to 35 per cent in the year 2020.
3. 要坚持救济和互助相结合，定期救济和临时救济相结合，资金救助和实物帮困、互助服务相结合，通过多种救助形式，保障困难群体的基本生活需求。要继续完善各种面向低收入家庭的优惠或减免政策，并结合职工互助、助学帮困等多种行之有效的社会帮扶方式，进一步扩大救助覆盖面。
We shall adhere to the combination of relief with mutual aid, the combination of periodical aid with temporary relief, the combination of financial aid with material assistance and mutual aid service, and guarantee the needy persons’ basic necessaries of life through diversified aid forms. We shall continue to perfect all kinds of preferential, exemption or reduction policies oriented to low-income families, and further extend the aid coverage in combination of multiple effective social help and support forms such as mutual aid among employees, grant-aid for students and poverty assistance.
4. 各有关部门以及残联等单位要按照有关规定，各司其职，分工协作，努力做好残疾人就业、保险和救助工作，形成良好的工作机制和合力。各区县政府可根据本意见精神，结合各自的财力和实际，对已有的残疾人劳动、就业和救助政策、措施进行梳理、整合，以提高残疾人的社会保障水平。
All relevant departments and units like the Association of the Handicapped shall, in accordance with relevant provisions, perform their own duty, divide the work but coordinate in operation, make an effort to do a good job in the work of the employment, insurance and relief for the handicapped, and form a good working mechanism and join force. All district/county governments may, in the light of the spirit of these Suggestions and with consideration of their own financial resources and actual conditions, comb and consolidate the existing policies and measures concerning the labor, employment, and relief for the handicapped to raise the level of social security of the handicapped.

最近我室举行了一次简短的工作务虚会，就译审外事室明年的工作统一了思想和认识，并就明年的工作具体规划如下：
1. 完成全年《上海市人民政府公报》的翻译工作，约 600，000字。
2. 完成《新法规月刊增刊》（中英文对照本）2003年共4期的翻译、编辑和出版工作。
3. 完成《法规翻译》全年共12期的编辑、出版工作，并努力扩大稿源，提升刊物质量。
4. 在第一季度内完成《规范性文件翻译中的规范化问题研究》课题；并确立和完成译审外事室2003年度室内课题的立项、研究和写作工作。
5. 组织并部分完成上海市地方性法规、规章英文译本的整理、编撰、出版工作。
6. 争取发起召开一次“跨省市地方性法规、规章翻译研讨会”，探讨法规翻译的理论与实践。
7. 参与一项有关立法的前期课题研究。
8. 在完成领导交办任务的基础上，积极拓展对外交流的空间和范围。
